threshold at garage 1/2 inch unlevel

My garage door threshold is 1/2 inch off over 10 feet. So there is a gap. 16 foot door. I am trying to get the builder to tear it out and redo it. He is telling me it needs to be over a half inch to do anything. I could not find any info on allowable tolerances. Any adve would be great. New construction.thanks.

Is it the floor or are the tracks not vertical? There may be some adjustment available there.
Is the floor sloped towards the door for the entire width? It should be.
If it is, he can, should, install a rubber seal on the bottom edge of the door so that there is no gap for rain/debris/etc to blow in.

Obviously you want to do some more investigation as to why the door is off. Fixing that may fix your problem. In either case, a gap isn't acceptable. The easiest solution may be to use an extra thick seal at the bottom of the door.
