I should also add that any type of flooring requiring adhesive wouldn't be a good idea. Also, I'd like to spend less than 200 if possible, or even less than 150. I'm willing to use multiple pieces to cover the whole floor too.

It's going to hard to find something for $1 a square foot, unless is an end roll or discontinued. Even harder for $1 sq ft and black and not permanent.

Maybe you could find something on eBay.

How about exercise mat flooring? Lowe's carries it in 4'x10' rolls for just over $100 per roll, so it's a little more expensive than you were hoping. But it comes in solid black, is laid loose or with double faced tape, and fits your other requirements.

You may be able to find it cheaper somewhere else - I just noticed it at Lowe's recently when looking for a different product.

You mentioned garage flooring. How about the one below? It is lock together tiles, no glue needed.
