I think that might be the same thing as the potato chip scarf. You didn't say whether you are looking for a knitted pattern or a crocheted pattern, but both are out there, and free. Here are a few:

I love this pattern. What kind of yarn do you suggest and what size needles?Could it be made with a 4 ply yarn for the Winter or is it more of a decorative scarf?

Cheryl, make it in anything from fingering/sock weight to worsted weight. I've seen it in any of those. It takes on a whole other character with each weight of yarn. I don't think it would work well in anything heavier than worsted, tho. Even a lace weight would work for a summer accent.
