I think we might need more of the pattern instructions in order to help you. The pattern must start out with Chain 70, then you work the next row of stitches back into the chain. Could you type out the instructions?

from what I understand from her instructions....ch 70 and counting back 40 chs from the loose end of the chain, you sc the 40 chs, in back loop you sc back on the 40 st and you ch 30 and go back to the 40 sc. this is what I get from her directions---does this sound familiar to anyone?

That sounds too advanced for me!! Maybe someone else here will know. Sorry I'm not more help.

There's an awful lot that's missing there; but, if I were attempting to make heads or tails of that this is what I would do:

chain 70; join to form a circle, being careful not to twist the stitches. Single crochet in 2nd chain from hook and in the next 4 chains, using back loop only. In next chain make a chain 30 strand and then single crochet into the same chain on the base. (loop/fringe made) Continue around making loop fringe in every 5th stitch.

Continue around. Join to beginning chain. Chain 1, but do not turn. Crochet in this manner for 6 inches, then decrease evenly around. Continue decrease rows until about 10 stitches remain. Cut yarn, leaving a long tail. Thread the tail trough the remaining stitches and pull tight to close the top.
