Repainting & mold

House is in New Jersey, with cedar shingles. Last painted in 2004. Shingles were pre-primed; they were primed again over the factory primer, then painted with two coats of Benjamin Moore latex.

The wooden soffits on the underside of the overhangs (where the second floor hangs over the edge of the first floor) have developed some mold.

The painter (who did the original work) recommends power-washing with bleach solution and repainting for the entire exterior, even those parts that don't look like they need it. He says that the power-washing will kill the mold, and repainting with latex will keep it from coming back. Also, he says that 7 years in this climate is a reasonable interval for repainting; waiting longer will just increase the amount of scraping and other repair needed.

As far as we can tell, this painter is a good guy; but I'd appreciate a sanity check, along with any other advice that might be relevant.
