Do you think it had cream cheese in it? Check the link below, if so. Here's one I have that might be similar if you use dill in place of the parsley/basil/oregano:

HERBED HORSERADISH SAUCE (3/4 cups)
1/3 cup mayonnaise
1/3 cup sour cream
1 TBL lemon juice
1/8 tsp white pepper
3 drops hot sauce
1/4 cup prepared horseradish
2 TBL chopped fresh parsley (try fresh dill)
1/2 tsp fresh basil, optional
1/2 tsp fresh oregano, optional

Mix allingredients in mixing bowl together & blend well. Adjust seasonings to taste & serve.~~Of Tide & Thyme

Actually, Ginger, the one you posted sounds closer if I omitted the basil & oregano. I think I will start with this and tweak until I have it!

The one they served didn't have any mustard in it, and was creamy white.
