Miscellaneous Custom Framing Questions

I recently purchased a used custom framed poster that has a wood frame with a bright red veneer to it. The wood frame almost looks like plastic wood because the red paint or coating on the wood is smooth and shiny. In some spots, the red coating is flaking/delaminating. Can this be touched up with a marking pen?

I also have a beautifully framed poster with a metal frame, but the poster inside is faded from receiving too much direct sunlight at my last house. I recently purchased a replacement identical poster and was wondering what is the most economical method to have it mounted or adhered to a poster board, so I can insert it into the existing frame? There are screws at each of the corners of the frame, so it appears that the frame can be easily disassembled and put back together. Thank you for any suggestions.
