Annealed or Tempered??

I am a first-time home owner in Phoenix area and I have very little (close to none) knowledge about windows and glass.

I have 3 windows (94" x 38") with non low-e glass and they are all facing East. I am thinking of replacing those glass with either Cardinal 366 or Solarban 60.

I contacted 2 glass contractors. One of them recommended 'tempered' glass which apparently cost more. The other contract told me that 'annealed' glass was sufficient as long as I used clear glass, not tinted glass.

Before I contact another contractor, I would like to get opinions from experts here on this forum. Annealed or Tempered?

Thank you.
