Windows Installed Backwards?

I had a contractor out to look at some vinyl windows that appeared to be allowing rain in along the bottom and creating quite a problem with moldy drywall and rotted frames. The contractor said the windows were put in backwards, and that doesn't make much sense to me. He determined this by pressing on the ledge at the bottom of the window and it didn't have any support underneath. Can anyone explain to me how a window can be installed backwards, but still appear to work properly? And any tips on how I might be able to fix it myself would also be greatly appreciated! Thanks
