I suggest checking 2nd hand stores, stores where charities sell used goods to raise funds, that kind of merchant. Also consider gem- and mineral-selling stores and shows. I've gotten quite nice pieces of petrified wood at an annual show here in Albuquerque. I use them to set up woodland scenes with tillandsias on a shelf under lights and also in terrarium settings -- where the wood will never rot or attract bugs! I've also bought jasper and petrified wood for aquarium decorating, but using only smooth rocks to avoid problems if fish racing around run -- swim into a rock by accident.

Not a fan of the porcelain or ceramic figurines myself, but you might check hobby shops (especially those that cater to the miniature dollhouse crowd), Ebay, flea markets, or if you are a "crafty"-type person ... try your hand at making some.

I've never used them, but I have noticed that they're pretty abundant at craft stores. Because I've never bought any, I'm not really qualified to say, but they seem kind of expensive there to me.

I just remembered the tiny toys we'd get as children (way long ago!), rubber or plastic, cowboys/Indians, soldiers, horses, space creatures, dinosaurs... Thrift stores often sell bags of toys for kids for low prices, you might also look at those. I have twice gotten birthday cakes with themes, one "wild west" and another "fish", both with small (1-2 inches) plastic decorations. If you see something you like & it's cheap, but you can't use it right away, get it and put it aside, or decorate a potted plant in the meantime :)
