Why can't you use a low, low simmer?

I have an All-Clad Copper Core induction compatible double boiler. It is my only piece of A-C and I purchased it on sale. (My copper one is not induction compatible.) The insert is made in China, as is the lid. I believe the pot is made in the U.S.
There is also a non-copper core version.

How about an Ikea double boiler insert? Then any appropriately sized pan you have would work. I'll bet Ikea sells a lid too.
