Pollinaiting is pretty easy, a lot of info on the internet how to do it, but germinating is another story, you need special conditions such as a sterile environment, special media (agar, suiker and fertelizer etc) and you have to work in a sterile enviroment. It takes also several years before the plant wil flower.
But the question is why should you want to do that with a Phal, you can buy for a few bucks in the store (5 -> 10 Euro here in Holland) I sow it only species who I cannot buy or not for a reasonable price.

they are very small,you have to use either a flasking method or I don't know what to tell ya. update on mine. i went through a few potting mediums, got the roots too dry, then too wet, then at the breaks they sloughed off, now I am going to try vases or jars. When we get them they are fertilizered and hormoned up, excuse the terms,so then we are left semi ignorant to making them hardy. So far the jars give them air and keep them hydrated. The hydro clay balls seem like the best medium, which I haven't added yet. Water culture would be ideal, but, I do not think that will work. There is water in the bottom of the jars,for now,just a little. Odds are they will most likely die,but maybe not.

so then i decided, it was fine to water them that way and occassionally spray my medium.. anyway back to their pot, i found new root buds so, that pot must be working. This is the big orchid thing,what to grow it in, then, just when one thinks they have it down they fungus out trying to feed themselves. Flasking seems to be the easiest beginner way to grow. without a doubt, because once they get big, it gets difficult. fun though. One just has to get over watering too much, too little, not enough light on some roots, right and wrong potting medium, and check on the orchid once a week.

Most of the videos I watched used special laboratory equipment. I just grew a bunch of mold real fast when I tried flasking them. The whole sterilizing process is quite a challenge. It would be cool to grow some rare or new species though.
