Cotyledons missing

Just curious if anyone has had this problem. I planted two jalapeno seeds in two spots in a seed starting tray. I did the same with four other spots with tomatoes. I got all 8 tomato seeds sprouted, and clipped back the smaller of each set. However, I only got one sprout from each segment devoted to jalapenos, and both came up without any cotyledons.

I recently planted some fresher seeds that I had saved (two per spot again). They are an heirloom variety, and the ones I had saved were collected from plants previously grown off the batch of seeds I planted this year. I bought the packet about 4 years ago I think. I think this is a little confusing, so I'll give a timeline:

Year 1 I grew the seeds I bought.
Year 2 I grew the seeds I collected off year 1 crop
Year 3 I grew a transplant I purchased from the store. (I had just moved from FL to CA)
Year 4 (this year), I planted the same seeds as year 1, which sprouted with no cotyledons, so yesterday I planted same seeds as year 2.

Hopefully, the saved seeds will sprout with cotyledons, but I have never seen this before.

I store my seeds in a ziplock back in the fridge. I use a seed starting tray with 15 individual cups that waters from the bottom. I don't use a heat mat, and I have a 4 bulb fluorescent grow light above.
