Drastic City Pruning Question

I posted this same comment in the "Trees" forum but thought this was also a good spot.

Hello everyone. The city tree trimmers have been out in our neighborhood the last couple of weeks trimming around overhead power lines. They just take a beautiful tree and strip everything about 6 feet from any lines. Straight up and down and do nothing else. Poor trees look stupid now. Anyway, we are now having snow, ice, and below zero temperatures. How harmful will this be to the trees? I know to trim my few fruit trees while dormant but not with this kind of weather. Thanks for the help!
