It would be easier to identify with a closer view but I'm guessing that it is a Rue Herb plant.

From here, it also looks like an Artemisia.

I would say its a common wormwood (Artemisia absinthium) or possibibly a tree wormwood
(Artemisia arborescens). But I'm not sure it those are growing in Mexico.

I looked at images of both the Rue and the wormwood. It's really too close to call for me, but I'm leaning towards the Rue.

I just took a close up, but the depth of field in this picture was really narrow. Maybe you can id it from the leaves in the center that came out sharp. If not I'll try for a better picture tomorrow.

Just to follow up, some yellow flower buds just emerged, so now I'm pretty sure it is Rue Herb. I think Regina is the winner :-)

That close up makes me agree with you, especially from the appearance of the nodes. If it were wormwood, you'd be mentioning a fragrance, I'd imagine, too.

it's Rue. Rue can be kinda stinky too.
