Sorry, rox! It does look like scale to me, too. Although, I have never seen that much at once. On mine, I will occasionally get a few, and I can crush/wipe it off really easily. Do you know what opihi are? They kind of remind of that, not that big, but half shell little buggers. I hope someone can help you more.

Wow.. I can understand your concern.. Is the stem sticky? Can you scrap off any of these? It's hard to see if it is scale from the pic to me unless there are so many they are all over the stem. If its scale or a sucking insect, it would leave a sticky substance called ' honeydew". That would be your first sign.. Is it?

I'll wait for a response. Check to see if you can scrape it off.. If you have a magnifying glass, use it when you scrape one off. Look on the underside and report back.

I run my hand up and down and no sticky. I will take a knife to one in the morning. When I rub an alcohol dipped cotton ball all over it....the cotton ball is black.
