Hi there. I have started dahlia from seed for a few years now. I generally start them as I would and summer herbs and veg, mid March for me in z6. I did start a few already this year in a south facing window, but that is pure cabin fever! ;). They are tender so they can't go out until well after last frost. Also they are going slow as I don't have a heat mat.

I could try starting them inside, but I was wonder if a late WS, starting about mid March, would work. I know they can't handle the frost, but would they be ok if protected in a container? I also have some low tunnels in the garden. Would they be protected enough in a low tunnel that time of year?

I've had great success WSing dahlia seeds! I usually WS at least one container every year. I lost my records in a computer crash, but like haremail I think I usually start them mid-March or so. I would think if you put out your newly-sown containers in a low tunnel, they will just germinate that much faster and then be more susceptible to frost. If it were me, I'd just sow them and throw them outside! They'll germinate when they are ready, and then if you do have a late frost, keep an eye on the weather and then maybe cover them or throw them in the low tunnel for that night.
