I moved into a down stairs apartment and it was the worse mistake I ever made. The neighbors above me have made my life a living hell with the noise that they make up there. I complained to the manager and ever since then the neighbors go out of there way to drop what sounds like bowling balls over my head. I hope others will have some thoughts for you. Exactly. Obviously it's your call but if they are intentionally being noisy, I would fight fire with fire but before you do that, I would either have a face-to-face conversation with them or at least leave a note, both of which should be civil and respectful. If that doesn't work, then start making some of your own noise when they are being loud.

I suspect that the apartment is not up to building code in insulation. so, it might not be your fault.

If walking on rubbered socks does not help, you can consider carpeting on rolls. They are cheap, come in 4m and 5m width, and can cover the whole house in no time.
