What is cheap? Are you thinking of removing the fluorescent panel and putting in a different fixture? That would help and not cost much. As would new handles on the cabinets (maybe not angled?)

If you can spend more money, a new floor would help update. I like cork in the kitchen because it feels so good under foot. And either new paint or new doors on the cabinets? Cream is timeless, but these look like they have some kind of antique finish applied?

Just not really sure how far you are willing to go.

I don't wish to offend but those are some of the ugliest cabinets I've seen. Paint them a white that doesn't clash with either your flooring or countertops. Do not antique them with a glaze. Add a large area rug to detract from the flooring (assuming no $ to replace).

You can't expect a kitchen reno estimate from here. List out your wish list then get in home estimates from actual contractors. Explore being your own GC vs. hiring a GC and/or designer vs. No designer. You'll have to do the homework yourself. I'm sure there are things about your kitchen you can see in pics to give you a proper estimate.
