bougainvillea seeds germinating

i have sown bougainvillea seeds 30 days ago but there is still no sign of germination. do you people have some advice? they are in sterile soil and in a room with 15 degrees celsius. i have started to lose hope... :(

also sown lilies 30 day ago but the same story, they haven't germinated
