I think they would work but I'd use a different glue unless you can find a hot glue that dries clear. Try Aleenes ultra tacky glue. Unless you want to be able to remove them later? If so then go with the hot glue because you can use a heat gun or hair dryer to heat up the glue and remove them.

I will have to find a bottle of the ultra tacky glue. I don't think I'll be using the shoes for any other costumes (none that I have thought of call for white shoes besides the Snow Queen).

I found beaded garland in the wedding section of Hobby Lobby that is made of wire that I'm going to wrap around the heels. In the video, they showed wrapping the "ice" first, then hot gluing it. Would the tacky glue serve the same purpose but apply it first instead of the beads?

I wouldn't use hot or tacky glue (hmm, is it a hot and tacky costume?) Tacky glue works best on porous items and won't work well for solid plastic or glass; hot glue gets yellow and falls apart when you least expect it. And those threads!

Get a tube of clear, adhesive silicone glue/caulk. Sticks and holds odd-shaped items, but you can pull them off later if needed. $4-5 in the hardware section of Target, Walmart, Home Depot, etc.

Some miniaturists use it to make icicles on dollhouse eaves; maybe you can find a similar use for your costume.

Well steiconi i suggest you try Turbo Tacky glue. Dries clear and does hold plastic and glass.

steiconi, I'll have to look for that the next time I go to Wal-Mart. I would post more pictures if I ever figure out my digital camera (my old one's not compatible with our laptop). Love your Rocky Horror reference :).
