Prunus laurocerasus (cherry laurel, English laurel) is extremely tolerant of pruning, even very hard pruning. You can cut these plants back to nearly ground level, leaving just a hint of trunk, and they will regenerate rapidly.

I doubt you need to do anything so severe but feel free to prune as you wish. Now is a very good time to do so.

You'd probably be fine with taking a hedge trimmer to it. You'd probably also be fine not pruning at all as the plant will regrow new leaves and the burned out ones should fall off.

My Ottos took a terrible beating, surprisingly I see green leaves appearing on most. However, I will move them to a more protected area as our PA winters continue to nearly destroy them.
