What can I plant here?

I live on the Central Coast of California. According to Sunset Western Garden I am in Zone 15 with adobe type soil. In the two pictures you can see the type of light. The top picture is around 1 pm, the bottom is 9 am. I really want something to cover up the neighbors shed. There is a chain link fence that separates us. Also would like something that is drought tolerant. Is that asking to much.
