If you did not experience a freeze your plumeria will be fine. Be patient. Some of the early leaf-tips may be black and end up falling off; not uncommon. Some fungicide and a little fertilizer should help. Good luck.

Very few of mine are leafing out, too, and I'm in a pretty warm area (Texas). Don't worry, they take a while to wake up, until temps are consistently at least in the 60's at night. The tiny black leaves are just the plant letting go of useless old growth before the tips get shiny and really start putting out new leaves.

As for your plumeria's, it's still early especially based on your temps you listed. Your weather you described sounds similar to some areas of Southern California, so you should be fine.
Plumeria grown in a Mediterranean type climate will go dormant most winters like a lot of deciduous plants and fruit trees. You should not worry unless you do not see any growth by the end of May or beginning of June.
There is a plumeria grower on one of the Facebook groups that lives in San Diego County (Danny Kashou), that stated that he had taken some plumeria's over the years to his families house in Tel Aviv, and they did well.
