Peonies stems are red and no leaves

So my peonies are starting to come up after the brutal winter we had in nj, but the stems are just red and there are no leaves is this typical? Planted them last fall and hoping its normal and not that they are not doing well the stems on some are now a good 5 inches, but still red and no leafing
