Since it has been inside, the kindest method would be to put it outside for 1 hour the first day, 2 hours the second, etc. That allows the plant to gradually acclimate to outdoor temperatures and wind since it has been in a pretty sheltered location. Or, if your schedule doesn't allow that sort of gradual acclimation, I'd put in in a sheltered location up close to the house---maybe on a porch or patio---and let it get used to being outdoors for a few days before I planted it in the ground.

I have the common wormwood (Artemisia absinthium) out in the back garden, where it is one of the few perennial plants that voles won't eat, and mine greened up in February. Vounteer seedlings have been up and growing for about a month. Artemisia is pretty cold-tolerant once it is established, and unless you are having freezing temperatures, I imagine your plant would be fine if you moved it out of the house today and left it out. Assuming you bought it at a nursery that had it outdoors, it already was acclimated to the outdoor temperatures, sun and wind but it lost that to some extent during the time it has been sheltered indoors.
