The topic of propagating in water has been covered countless time here in this forum. A few plants can be propagated by simply rooting in water, but even most of these are more easily propagated in a planting medium. Rooting in water is the more difficult way to go in most cases. Rather than rehashing all the information again here, I'd recommend that you search this forum for some of those previous lengthy discussions.

It has a lot to do with the time of year, too. In March and early April, you can root just about anything. Plants just want to grow. Late in the year (September, October), just about everything gets difficult to root because Mother Nature is slowing everything down. So you'll have more haphazard and random luck rooting in water at the start of the growing season. And yes, Night Blooming Jasmine is easily rooted.
