Looks like it either "sealed over" or it has some minor frost damage. I would treat with a 3in1 product to remove the potential for insects cause damage. It should start to push through it or start growing out at the leaf nodes.

Most of mine get some very sticky or crusty tips when they wake up in spring. The tip looks okay, but it may be sealed over as K says. When that happens, you'll see the old leaf scars below the tip begin to swell; that's where the new branches will bud.

Ok. My guess was that it would do that since the plant is very healthy except for the Krusty tips. But so far it is doing nothing while all my other plants are fully waking up. Thanks for the advice
