The problem is I suppose, with the air flow. Cold air comes from bottom and goes up. So you should have something that takes space between the floor and some height.

I have read that the in floor heat under the tile does not provide sufficient heat.

Years ago in one of our houses, we had ceiling recessed lights that provided heat to the bathroom. The were on a timer too. I don't know what they are called, or if they still make them.

"Bathroom heat lamps" brought up some things I think might be what you're thinking of.

Red heat lamp . The heating floors will give you a warm room , but the instant heat needed when you come from under the hot water , especially with an open area , needs a ceiling heat lamp . I think an electrician can help with it .
