Need help in selecting flowers for long narrow area

I have a small landscape bed that abuts the back of my house. it is 16' long by 32" wide (plantable area) and is enclosed in by stacking blocks. As you can see by the photos there are no windows on this portion of the house and I'd like to add some color. This area gets full sun from morning to late afternoon. I was thinking perennials but I'm not sure if the area is wide enough. I also don't want plants that may get too high. Any suggestions on plants and how to place them within this bed would be greatly appreciated. I'm in Zone 6.

What is your definition of high? 32" can fit many perennials.

How many hours of sun does it get?

That area could use the typical rule of something tall in the back, mid-size in the middle, and short up front.

When I see that wall, I would think of some climbing vine in the back. If not for the entire length of it, but at least for some of it.

I see a nice place for some sort of espalier in the middle against the bare brick, then medium to lowering heights of perennials to the sides. It's a nice place to pack some flower punch with various bloom times.

Just one point. I'm not familiar with the building techniques used in the USA but is there a damp proof course in that wall and if so is the soil piled above it?

How much sun does this area get? If it gets partial shade then you can plant any short rooted flowering plants, ex sweet peas, lupine, foxglove or local wild flowers. If it gets full day sun you might conside something like morning glories or clemantis. Morning glories will bush out and fill in the area, or if you want height then clemantis is a beautiful flowering vine.
