Plumeria Cutting Getting squishy

I started 2 plumeria sprouts in January, that were gifts from Hawaii. One of them just got its first leaves. That one is fat and sturdy. The other one is black and squishy at the bottom, but still green on top

. Is there anything I can do to save it?
