Those are the larva of one of the Scarab Beetles, May or June bugs, Japanese Beetles, etc. There are beneficial nematodes that will devour them, Milky Spore Disease, "Bacillus popilleae", and some other more broad spectrum poisons can help if applied at the right time. These wee buggers are getting ready, now, to pupate and become those adult beetles and the best time to apply any controls for them would be about the time they hatch from the eggs the adults will lay would be August when, as young grubs, they are most susceptible to those poisons, or nematodes.

Whether they are a problem depends on numbers and if there are less than 5 per shovelful of soil they are not much of a problem.
