Wisteria have nasty root systems. You probably have a sucker coming up from the old plant. Sometimes people aren't careful when they prune and your old tree may have just been root stock which rarely blooms. For sure, if this came from roots, it's root stock and will not bloom.

ALL wisteria blooms.......eventually. It is just that seed grown wisteria can take a long time to bloom, anywhere from 7 to 15 years, depending on the situation. That's why most nursery stock is sold as grafted plants - cuttings from mature, blooming plants grafted onto seedling rootstock.

Your little 'volunteer' is most likely a root sucker (very common) but it will grow like the regular vine. You just may be waiting a few years for flowers :-)
