The rule of thumb is to divide cool season grasses in fall and warm season grasses in late spring. Calamagrostis 'Karl Foerster' is a cool season grass. But i think you can do it now. Since you are in such a cold zone, I'd assume the grass is still dormant or just barely emerging from dormancy, so dividing could be done now without setting the grass back.
