Window capping vs. retrofit??

I have a 25 year old house windows that have condensation between the glass and wooden frames that have seen better days. I have been looking into retrofit windows, but someone suggested that window capping would work and would be a lot cheaper. I have my doubts , but would really appreciate the experts to pipe in.Thanks!!!
