Boxwood - yellowing - PIX

I have a columnar boxwood [buxus 'graham blandy'] that was planted in 06/08 that is looking bad this year after our hard winter. We are in northeast PA in Zone 6. Seems like most of the leaves are turning yellow. Could this be winter burn and, therefore, I should just wait? Or could it be something more serious? The inner branches do not seem to be splitting. It is planted high in the middle of a circular planting area. This picture was taken after a rain - actually while it was still lightly raining.
