Duranta sapphire tree not coming back

Hello

I have twin Duranta sapphire tree on the sides of my house door ,I pruned both last fall ,the one on the right side came back ,the one the left seems to be struggling

any idea about the cause ?

I have a gardner who is more like other gardeners in SC ( mow and blow ) ,saying it will come back but I need to do something before it is too late
