Foliage issues...

My two Plumerias, Mardi Gras and Celandine, have leafed out nicely this spring. Lots of vigorous new growth. The plants seem healthy, but the foliage has this mottled and speckled appearance. At first, I thought it was spider mites. However, after inspecting the undersides of the leaves with a magnifying glass, I found them to be completely free of mites. Now I am suspecting foliar thrip might be possible. Any thoughts on this?? If so, I'm guessing a systemic insecticide should take care of them?
