Here is what I would do: prune off the buds and any dead leaves or canes, unpot it and if it is root bound score the bottom roots a bit, and then transplant it into a bigger pot with good potting soil without fertilizer in it (don't want to stress an already stressed plant). Then, be careful not to over-water it (only water when dry). Keep it in outside, but in filtered sunlight (not direct). Good luck.

Eventually, though, it does want full sunlight. It looks like there are 2 plants in that pot, so be careful when repotting.

Yep, as Bonnie and Diane said, it needs a bigger pot and more light. At least a one gallon pot and even a little bigger, like 12 x 12 inches, lots of drainage holes in the bottom, no tray under it, good potting soil and put it in full sunlight. Take off all the dead and shriveled growth and any blooms and buds, for now. Once it starts to grow again you can let it bloom. Keep it watered but do not fertilize it until you see new growth on it and then only at half strength. Even better, if you have a place for it in the ground in full sun plant it! It will do much better. When you take it out of the pot you may see that it is two or three plants. DO NOT try to separate them! You'll end up killing them all by tearing the tiny roots off. Just plant it all as one plant and it will be fine.
