Tiny flea like insects

They look the most like flees IMO but they don't jump around and what not. They aren't springtails or gnats. They have no wings and just kinda crawl in and out of the dirt. They don't go near the stem and the plant doesn't seem to have taken any damage. Can anyone identify this without a picture?
