It's pushing new branches.

Where do u live? Looks like there was cold damage or something that caused black tip, so now instead of the one tip that went bad, you will have many branches there. Its actually a good thing. U may want to protect your plumie next winter in order to protect the tips.

I live in NC. Will the black tip regrow, or will it remain dormant and just bloom branches underneath it? Thanks!

Josh, once the tip goes black, it's done. But as long as it isn't rot and doesn't spread downward you'll get new branches from the leaf nodes below. If the black tip is hard you can wait for it to pop off, or you can cut.

I had a lot of frosted tips this past winter, some like yours and others where it went much lower down the branch.

That U line is where it ended on this big seedling, and the tip ended up just dropping off, very cleanly with white wood underneath. That branch now has three new growth tips on it.

I have had plants with what looked like yours regrow at the tip just fine, the black looking leaf tips would get pushed off by new growing leaves underneath. I would wait a bit before cutting the tip unless it looks like the black is advancing further down the branch and not just the leaf tips, but from the picture it looks like what I've seen on plants that are coming out of dormancy.

Wow! I learn something new every day on this site! I didn't realize until I saw this thread that I have two different plants growing a minimum of three new tips each! YAY! =D

Yes it should branch out. I would just leave that small amount of black and let the plant seal it off. Then it will come off by itself or if its not too bad it may swell and crack right through it and begin growing from the tip again.
