Help A Noob!

I bought this last summer. During the winter months, I didn't take care of it, and when it started to grow leaves, one stem never did. The tip is partially black, but looks as if it is starting to grow a few leaves. Today, I relocated to a smaller pot with fresh, dry soil. The roots are still white, but my old soil was way too damp. I noticed on the stem that had leaves, also had a small white spider mite, which I removed and sprayed the leaves with water to remove any webs. Any suggestions on the "dormant" stem?
