Onion maggot problem

In spite of trying all the organic methods for prevention I've come across, onion maggots seems to be a perennial problem for me. I've come to the conclusion that a physical barrier to the egg laying fly is the only solution. So my grandson welded together a lightweight metal frame I'm placing over my raised bed. The bulbs have recently been planted and are currently covered in Remay. My question is would in be better to cover the frame in Remay or with screening such as you would use to replace in a screen door which might let in more light. Thanks for any input.
