Neither photo is clear enough to help much, but the best thing you can do at this point is to be patient. Many evergreen azaleas - assuming this is one - will shed leaves in a harsh winter. New leaves will grow over the late spring and summer. Also, keep a close eye on the possibility of lacebug infestation. This, too, can result in leaf loss.
