Victorian Conundrum

Just moved into a new apartment that is far from new. With plaster walls and Victorian frame molding what is the best technique for hanging art?

The moulding I see as a horizontal line below the ceiling about 8"(?) looks to be picture rail. It should have a round bead at the top that stands out from the wall. Picture rail hooks are available at most hardware stores....still! They hang over the rail and you install a wire from the hole in the bottom to whatever height you wish the picture hung. High tech versions are available at novadisplay.com.
