Wax Begonias Damping Off

My Wax Begonia plants are dropping stems. The plants are all in pots. The end of the stems are brown. I suspect it is Rhizoctonia fungus. Is there an over the counter fungicide that can get rid of this? I understand that a product called Topsin works but it cost $40.00 for a bottle. I have only 7 pots (I line each side of the porch steps and put a big pot on a table on the porch). Not worth spending that kind of money when it would be cheaper to buy new plants and soil. Any suggestions for an over the counter product? Would sprinkling milled sphagnum peat moss over the top of the soil work? I know it works for seedlings but would it work for established plants? Thanks for any help.
