You need to transplant it to a larger pot or in the ground, give it plenty of sunshine and a little fertilizer and it should bloom.

So I repotted from a 2" plastic container it came into a 2 gallon container with 1 tablespoon of osmocote and Vigoro Potting mix.

What I did before potting is I washed away all the old potting mix and cleaned to bare roots with water. Then rooted. Hope that's the right thing to do?

No, but it is done now. You don't want to disturb the root ball when transplanting, especially all of those thin feeder roots. What is usually done is to water the plant very well, put some planting mix into the new pot, slide the plant (old planting mix and all) out of the old pot and into the new pot, then backfill with more planting mix to fill, and water again.

Your plant might experience what we call "transplant shock", especially since it is so hot today, meaning that it might wilt (it might not). Keep the potting mix damp (not too wet), it will recover in a day or so.
