The marigold seeds must dry out (reach full maturity) while still attached to the plant. Most gardeners will allow a certain percentage of the spent flowers to remain on the plant until the seeds are nearly ready to shatter on their own.

The seeds borne on a flower head that is merely wilted are not likely to be mature.
