Fuschia not doing well

I inherited a fuschia plant from MIL, well mainly because she was killing it and didn't know what to do, so she gave it to me. I have fertilized, watered, made drainage holes(because there were none in the pot) and made sure to put it in an area that gets about 4 hrs sun, and then shade for the rest of the day, and still it looks like this, and gets worse daily. I'm at a loss as where to go from here, I'm about to take drastic measures and prune it all the way back. Is this a lost cause or is there hope? Help! I live in USDA zone 7 if that helps.
