There's no sound-proof fence but you can certainly improve your quality of life if you build a fence that's solid and as high as your local regulations allow. In front of it, I'd recommend planting a dense evergreen hedge which can grow higher and thicker and muffle the noise. You might want to add a water feature so the sound of bubbling water might distract from the outside noise.
