I was wondering if this is from pests

Yes on my new cuttings I've noticed whites app on some of the new leaves coming out and I was wondering if this is from mites or some type of pests I gave it a shot of one and three but it seems to have done nothing the other tip on a plant seems to be fine and growing great. Any suggestions
